There is no ongoing free plan, but new users get free trial credits that activate automatically on first use and expire after 12 months: $600 for Flows (Dialogflow CX) and $1000 for Playbooks. After that it is pay-as-you-go, cheapest being $0.007 per chat request for Flows and $0.001 per second for Flows voice, plus a free 10 GiB per month of Data Store index storage.

You can export a Dialogflow CX agent to a file and later restore it. Export is offered as a JSON package (a zip of folders and JSON files, meant for source control) or as a binary blob file, and on restore the format is detected automatically.

There is no subscription to cancel. Since it is pay-as-you-go, you stop charges yourself in the console under Billing by opening the project's Actions menu and choosing Disable billing, which stops all services on that project. Usage that accrued before you disabled billing is still charged to the linked billing account (no mention of refunds).
